We don't know the exact priority of the saboteurs, whether or not they want to cause more chaos above diminishing resources. While I do agree with you if they're any smart, our options for baiting are limited nonetheless.

It depends on their objective, ultimately, and how they'll choose to act accordingly. With the darkness and monsters here, it's easy to take advantage of the confusion, but with a different set of circumstances...

It may be best to wait and see for now, as much as I would like to at least establish some defensive measures for the innocent.
